The recognition of cultural rights in French law (the law NOTRe) less than a year ago is a new approach to the concept of culture. It is inspired by the 2007 Fribourg Declaration on Cultural Rights, defining the latter as the” sum of all cultural references through which a person, alone or in community with others, defines or constitutes oneself, communicates and wishes to be recognised in one’s dignity;”. The assertion of the rights of individuals to be recognized in the liberty and dignity of their cultural identity implies, for all the professionals to consider how to implement cultural rights in their practice. Jean-Michel Lucas will give us his interpretation of the new law and its implication on the evolution of cultural policies. Cultural rights will then be explained through case studies from the experience and practices of world music stakeholders.

Europe Creative program of the European Union stands as a change of perspective, with a significant investment in those sectors regarded as of high potential for growth and innovation. While our society is facing a serious democratic, economic and social crisis, and isolationism and the fear of the others creating fertile ground for racism and xenophobia. For World music stakeholders, diversity is a precious resource that is symbolically expressed through plural cultural identities, imagination and, creation as part of intangible cultural heritage. But the call to cultural diversity is a broad interrogation, a catch-all issue embracing contradictory positions to be deciphered due to its political exploitation. Over 1 million refugees arrived in Europe in 2015, 650 000 in 2014. Festivals and cultural operators are starting to develop projects and ideas involving refugees.The first ‘refugee’-orchestras are rehearsing, festival thematics include migration, inclusive projects are developed. Many of these initiatives are local an stay under the radar, but they are defining the new cultural identity of Europe. Plural, this term becomes to the Guyanese musics and sticks perfectly just like the diversity which characterizes this territory implanted in Amazonia. French Guiana shows a mosaic of populations with strong identity offering a pluriculturality which is obviously translated in its music. This musical diversity brings a wealth of sounds and rhythm going from creole traditional music, of maroons peoples (awassa, aléké..) in Ameridians musics. However, currently, it is necessary to count popular, urban music: rap, dance hall, zouk, reggae, as well as swaying rhythms of the carnival music which deceives Epiphanie in Ash Wednesday. In French Guiana, the musical, abundant stage, also evolves thanks to the compositions of some musicians in research for new tones stemming from the Guyanese Creole music and other to lead in a fusion which some people qualify as Amazonian jazz. Various, rhythmic, hybrid, these guianeses musics remain however to discover. The institution «territorial council of French Guiana» (CTG) is concerned about his artists and gives means to introduce them to the world.

“Tell me the story of these two men whose friendship broken by a treacherous liar, turned into hostility and hatred.” Thus saith the king of India to the prince of philosophers responsible for teaching him to reign. So begins one of the chapters of the classic Arabic literature which is The Book of Kalila and Dimna, written in the eighth century, from an ancient collection of animal tales that came from distant India. Taking the fable of the lion whose friendship with the Ox is slandered by the ambitious Jackal, this opera by Moneim Adwan wavers between human and animal, between fable and tragedy, between Arabic and French, between Western and Eastern musical forms. Directed by Olivier Letellier, this opera deploying all the musicality of the Arabic language was launched at the Aix Festival in 2016. How can other cultures enrich the world of opera today? How to address audiences of different cultures? How to support the process of creating a new kind of opera? These are the questions that will be addressed with two of the authors of this performance.
